Richard M. Sigler, the computer systems manager and software designer for the Office of Technology Commercialization, began providing services to OTC in 1992 and joined the office's staff in 1994. Richard's main mission has been create and design the information system that the office uses to track its intellectual property. He is also responsible for designing and maintaining OTC's Web site. Richard has a bachelor's degree in economics from the University of Pennsylvania's Wharton School. He also holds a master's degree in education and a master's degree in information and telecommunications systems from Johns Hopkins University. Richard is a retired major from the U.S. Army Reserves. His job experience prior to joining OTC included several years in the financial area as a stockbroker and investment counselor and as a teacher in Baltimore, Md. |
